China
The Chinese organized a system of training / education of future officials. This happened during the Qin and Han dynasties. Tests on Confucianism were used to elect officials to run the bureaucracy. During the Qin dynasty the government was split into thirty-six different units of administration. A civil officer would govern each unit. The government of the Han dynasty barrowed ideas from the Qin dynasty. They also barrowed from Confucianism. Every three years the officials would take a test that was based on their knowledge and ability (5 classic writings of Confucius).

Persia
Cyrus the Great founded the Achaemenid Empire in the sixth century B.C.E (Persia). Monarchs ruled the unified empire. Satrapies were provinces that had been divided. This is what the empire was made of. So that the various provinces wouldn’t gain too much power, the leaders of each province would have to “report” to a man named Darius instead of reporting to the head of the satrap. The Persians constructed a system of roads with protection, stations with water and fresh horses. These roads connected the vast empire.

Rome
As Rome grew it started competing for resources with other empires sparking conflict. As the Roman empire grew so did its army. In order for the Romans to administer their Empire they divided it into smaller administrative regions. This meant a more organized empire but in Rome's case let local self-administrations to the Greeks reducing the requirement and necessity of the Roman authorities to rule. The presence of the Greeks kept customs alive even thought they had been modified by the Romans even so the Romans never abolished them. In the end this way of governing failed and lead to Romes decline.

In order for rulers to organize their people they formed administrative institutions. India had a caste system which showed a lot of inequalities between people making political unity a hard thing to accomplish. Just like in Rome the forming of a administrative institution in South Asia lead to their decline and fall.
